Sure I do, on page 2, section B, 2, b. I just don't call it the "rule of three consonants" because that's not quite accurate; it's actually 2. -)

Hi Laura! Thanks for your visit.

I shall challenge Madame Kancellary-Delage at the DEFLE with her somewhat inaccurate description of the rule of 2 or 3 consonants - although not until after my marks are published for the phonetics exam I took this morning.
